Maturity and limits
Explicit multilingual keyword lists, crisis routing and support-draft route are implemented. Source paths were inspected statically; tests and live integrations were not executed. This rating describes implemented code, not production validation.
Keyword matching can miss risk or over-trigger; review guardrails are partly Chinese-specific; no emergency response guarantee.
