Maturity and limits
Implemented state transitions and payment tests exist, but create_for_order uses provider=sandbox. Static source inspection only; no runtime, provider, deployment or test-pass claim.
No root reuse license found; config with credentials present. Tenant isolation and operational correctness require deployment validation. Do not treat sandbox completion as real funds movement or settlement.
