Persisted incremental refresh and staleness queue
What it does
Coalesce active refresh requests by target/entity, mark dependent audits stale, process bounded signal-to-opportunity and audit refresh batches, and retain attempts/errors/status summaries.

Maturity and limits
enqueue checks queued/processing records and updates or creates a row; process_opportunity_queue selects FIFO queued items, records processing/attempts, calls the refresh service and marks terminal status. Static source inspection; no code, device command or integration was executed.
Not a distributed queue: the inspected select/update sequence has no lease or SKIP LOCKED claim. Concurrent enqueues/workers can race; re-enqueue can reset processing state. Restrict to a single worker or add transactional claiming.
