What it does
Manage scoped API clients, audit logs and HTTP webhooks with retries. Register WCS connections, probes, tasks, receipts and heartbeats; inspected WCS dispatch records state but does not send equipment tasks.

Maturity and limits
Concrete HTTP webhook sender and connection probes exist; other protocols and equipment task transmission remain partial. Phase 2: source paths and implementation inspected statically; tests and external integrations were not executed. Maturity rates repository implementation, not a verified production deployment.
No root reuse license found; config with credentials present. Tenant isolation and operational correctness require deployment validation. Outbound endpoints need access controls; recorded sent states for WCS are not evidence of real equipment execution.
